Human Resources

The individuals of the Human Resources Department are committed to providing leadership and support to employees of the HWDSB. We support an extremely complex and diverse employee base, which includes full-time, part–time, occasional and contracted workers, independent contractors and consultants across four non-unionized and ten unionized groups. Hence we serve the needs of a workforce that is made up of over seven thousand employees.

Human Resource activities are critical in acquiring and sustaining a dedicated workforce. Turnover, absenteeism, leave provisions and related employee movement place an incredible strain on organizations today. Taking resources into account, if service activity volumes are high, productivity, efficiency and effectiveness suffer. Moreover, there are potential impacts on the motivation and attitudes of those that remain with the organization.

Although we engage in multiple activities, our main services can be captured under the following core activities.

  • Attracting and Placing a Talented and Diverse Labour Pool
  • Developing and Retaining Quality Employees
  • Managing Compensation, Benefits and Pensions
  • Employee Relations and Labour Negotiations
  • Supporting Legal Compliance
  • Administrative Support and Record Keeping
  • Policy and Program Development
  • Leadership & Management Development
  • Occupational Health & Safety

These activities are performed with the view of meeting the overall mission, strategies and goals of the Board, while fulfilling the needs of employees, and responding to the inquiries and concerns of other stakeholders, including union officials and the general public.
